Arrrgh. This stuff makes me so angry...and paranoid! But as you say, not paranoid of kidnappers or cars, paranoid of paranoid hyper-vigilant neighbors!

I totally agree that the neighbor shouldn't have criticized her to her kid.

On the other hand, I am sure that the neighbor was working from the assumption that he didn't have permission. In my area there are a lot of very small kids whose parents have not assessed the dangers and are often oblivious as to where their children are at any given time.

There is sometimes that fine line between a community that looks out for each other and one that interferes with each others business.

If I were the neighbor and the boy had told me he had permission to walk around the block, I probably would have let him go but shadowed him from a distance until he met back up with his mom or got home. I just couldn't have lived with myself if something had happened to him because "I" just let him go.
